rim measurement

I know this sound dumb but how does one measure a rim to get the rite size? do you measure overall width or inside the flange to get size?
 
Z-man, I'm far from an expert (see elsewhere on the board, for example), BUT: outside edge-to-outside edge, MINUS one (1) inch, equals "nominal" rim width. (I learned that during my recent tire/rim search.)

For example, my 9-inch rims measure a hair over 10 inches wide, overall.
