My Starter is Spinning but teeth are not engaging the spring looks good am i overlooking something thanks.

Does it not engage on tractor? One type (not sure the name)of bendix will not engage with starter off tractor. If it's the old type bendix the spring may be broke.Oil bendix and see if this helps.
