TEA-20 Governor

I recently checked my timing and found it extremely retarded (red hot exhaust, boiling gas, low power). I set the timing right on 0 degrees just like it should be and now I am having problems with the governor. I can pull the throttle nearly 3/4 the way before it does anything then the RPM jumps way up then slaps back to idle, If I move it a little more it does it again. If I load the engine the rpm does come up though. I also noticed that when I use the choke, the high idle is really high.

Sticking governor weights? I tried adjusting in the dampener screw and it helped but definitely didn't cure it. Engine is a 87mm with a zenith carb.
 
I had some success by adjusting the length of the rod that connects the governor to the carb. Lengthening it somewhat greatly reduced the "hunting" effect that I had.
