TO 30 Throttle Friction Disk ?

Put in a new friction disk but the throttle still will not stay in the fast position. Have the spring adjusted as tight as possible. Lever still moves back about the last 2-3 inches of travel. The cork disk moves with the metal disk and slides on the dash. Should the disk be glued to the dash or the dash ruffed up so the cork disk will hold?
 
I think this is the governor compensating spring and if it is missing or weak that could be your problem. I would clean up the dash surface for the disc and would not use any glue.

I have the spring behind the dash as tight as possible and the throttle still will not stay in the fast position. The spring in the picture is new and the governor is adjusted correctly.
 
As Jason said the disc needs to be the correct thickness (1/8 inch). There is also a spring on the throttle shaft inside the steering column. Does not produce a lot of resistance but there is some.

I've got four running Ferguson's and they all got
the same trouble as you do.
On one of them I took the throttle shaft out
and sanded the back of the metal friction washer.
I either used the original friction cork washer or
a homemade round washer out of a piece of inner
tube and glued it to the dash. I can't remember
which on I settled on and the tractor's 12 miles
away. Next came a heavier spring and set collar. I
tightened it down like it was a set of disc brakes
and if I remember right I think it held. I didn't
care if it took ten pounds to pull the handle
down, I wanted it to STAY PUT!
Do I sound a bit irritated? Well, I just got back
off a two day tractor ride and my F40 kept sliding
back and slowing down the whole time. VERRRYYY
irritating!! It's going to get the treatment next.

The disk is new from jacks small engines. It had the correct part #. When I bought the tractor the disk was gone and the paint was wore off the dash so it was very smooth.
