Which Cylinder is # 1?

Trying to get my dad's old TO-20 back to running. This is the first tractor I've ever worked on. I have spark to the plugs, but it will not fire. Drained the old fuel out last night and will put new in tonight.

Can someone tell me which cylinder is the #1 cylinder? I need to make sure the plug wires are in the right order, but I can't find it in the manual or online.
 
#1 is up front by the radiator. Remember the distributor turns counter clockwise and firing order is 1-3-4-2.

Pull out the plugs, place your thumb over #1 hole. Rotate the engine by hand until you feel the compression. Pull the dist cap and the rotor will be pointing at #1 on the cap.

Here is where I am.

I have spark to every plug. I have compression at every spark plug hole. Set # 1 cylinder to the top of its cycle and read TD on the flywheel. Rotor was pointing to the bottom right wire coming out of the distributor cap. Ran that one to the cylinder closest to the fan and went clockwise around the distributor using the firing order on the block behind the distributor.

Would not even fire. Drained old gas and filled with new. Would not fire. Removed carb (which was dry as a bone due to the float being stuck closed). Placed hand over intake manifold hole, cranked the engine and had good suction. Sprayed ether directly into the intake and did not fire.

I really am at a loss as to the problem. I had a knowledgeable guy from Englend email me a wiring diagram for this tractor last year. Since then, I had to re-register and no longer remember who it was for sure. I've also mis-placed the diagram I printed. I rewired the tractor according to his diagram, but I'm worried I might have something incorrectly routed. It has a 3 pole alternator on it and a 12v coil.

Check the direction your distributer shaft turns too.

Threw a different starter on it last night and it fired and actually ran for a little while. The other starter just wasn't turning it fast enough to generate good compression.

I had to rebuild the carb also as the float was rusted shut.

Still can't get it to idle, but I'm sure that is a carb problem.
