I wired a to 35 12 volt generator vr etc. new battery and I cant even get a click, any suggestions

Cut out switch on the hi/lo lever ?

Use a voltmeter and starting checking where the voltage stops. Start at the solenoid and work back towards the battery through all the connections. Also make sure the solenoid has a good ground.

it is not going thru the cellunoid.does it need to be grounded to the frame? i painted the frame first so that might be the trouble?

Could be. The solenoid needs a good ground so if you have painted things up it may be insulated. Take off the solenoid and sand down to bare metal under where the solenoid legs mount.
