It is a "ball style" governor.

It looks like I won't be able to get back to this for at least the next couple of weeks as I have family obligations and the tractor is an hour away at Dad's place. If I over adjusted the vertical rod, as in made it too long, could/would that make the governor not work at all? I adjusted it until the throttle plate would consistently return to the idle stop when the throttle was pulled open and the closed. the ball and socket joint at the top of this vertical link has some slop so I probably adjusted it tighter that would normally be necessary. I think I am gonna tighten up all of the ball and socket joints, replace the friction disc, and get a proper compensator spring installed before I tear the engine back apart.
I have read the install procedure over about ten times in the service manual and can't figure what i would have done wrong.
What happens if the tab on the governor race is in the wrong spot? The manual says it has to be at 8 o'clock. That is the only thing I think I could have messed up on.

So..... after much checking, rechecking and debating, we pulled the frontend of the tractor back apart tonight and here is what I found......

Notice the tab at 12:00 instead of 8:00? Would this stop the governor from working at all? If I am analyzing it right, The tab fits into the recess in the cover occupied by the governor arm, if not in the right place it hits the cover stopping the governor race from moving at all. Does this sound correct?
Here are some more photos of the related parts, does anyone see anything out of place that could cause my problems? I would hate to put it all back together to have the same problem.

I know I'm a little late on this thread, but is that washer under the cam nut bent up to lock the nut? Those rascals have a habit of coming loose and causing all kinds of trouble. Irv

Well guys, I finally got this back together today and it works!!!! Thanks to all the help from everyone here and John(UK). I had the governor cup installed wrong and the nut was too thick not allowing the cup to seat fully, must have been replaced in an earlier rebuild, I didn't change it and never heard this thing run. I just ground the nut until it was flush with the cam.

The governor parts look ok. You said the bearing in the governor housing was good. I can"t see the end of the bumper screw. Is it there? How far was it turned in?

The governor was not working at all after the rebuild. After following John(UK)'s adjustment instructions I decided we needed to take her back apart. What I found was the governor cup "tab" was at twelve o clock as opposed to eight. I was wondering if this would cause it not to work at all. The first pic shows the setup as it was when I took it apart. The bumper screw doesn't show because I had it backed out all the way as per John's instruction.
