Ok I am stumped bought a to35 with the governor balls in the pan put a good used one in and still no gov put another good used one off of a running motor I parted out still no governor. I have the linkage adjusted checked book to make sure I not losing it. What the heck is wrong can someone smarter than me tell me what they think. Sam any ideas
 
What condition are the springs in? Where was the tab on the governor located when you put the timing cover back on? Did you check the bearing in the timing cover it"s self?
 
Dad had the tab in what I would say the wrong place the first time everything else is good both covers are in great shape all move good no binding both governors have no wear. Lost in Wi
 
If everything is good mechanically then it would have to be an adjustment issue. Have you tried using John(UK) method? It is easier than the book, it has pictures and it works. I can send it to you if you need me to.
