I bought a 1950 to30 and have been using it to plow snow. I decided to replace the brakes which is needed. I took off the drum and found lots of crud, grime, dirt, and oily greasy mess. I cleaned this all up but afraid a axle seal could be leaking. Of course I have no signs of leakage now and I have no idea how long ago this was pulled apart before me. How can I tell if seals are leaking? Is there a way? Or put everything back together and run it awhile then dismantle and check it?
 
if seals are leaking there should be oil coming out by the brakes. You might want to check the serial number as the first TO 30 was built in 1951.

A TO30 has both an inner and outer seal. While you have it tore apart you could try replacing the inner seal in the trumpet housing, and install a sure seal on the outer bearing rather than cutting the collar,removing the bearing and replacing the original outer seal.
