the screws (?) that are attached to the brackets on the inside of my to-35 hood are too short for the nuts on the grill to screw on. any ideas of how to attach the grill to hood otherwise?

I believe those top corner brackets will come out, (won't they)? How about getting them out and then drill out the ones that are in there now and get two more longer bolts with the correct threads and weld them in and make them as long as you need?
 
Are you sure that the grill is not just bent, if they are the original then they should be long enough.
 
I bet they don't reach cause the grill/ hood is bent or bowed, I would try to straighten everything out as close as possible before you do surgury. But yeah, nut and bolts all the way thru is a fool proof fix. I guess the screws were to get ad the fins without tipping the hood first, but ya gotta do what ya gotta do...
 
the hood, for its age, is almost perfect except for the two screws. both are broken/rusted off partially and not long enough. i tried to get the brackets out but i do not have a wrench that will fit inside the hood to get the bracket nuts and bolts off.
 
I had to replace the screws on my TO35. The nut portion is attached to the grill. Don't laugh but the bolts that are used to secure a toilet were perfect, I installed them and cut the length to suit.
