loss of power, sputtering fouled plugs

With new or cleaned plugs my TO20 runs fine, however, after a while it misses and loses power. When I remove the spark plugs they are fouled with carbon and wet with gas. Cleaning and reinserting them solves the problem for a while. I have had no success by adjusting the carbuerator. I would appreciate any suggestions for remedying this problem.
 
Sounds like the float is either sticking, the needle isn't seating,the float is bad and filling with gas or the fuel level in the bowl is too high. I say take the carb off and clean it thoroughly and rebuild it.
 
There's a bunch of screens in the system and once you eliminate all those then screw in the main jet then out 1 turn and work from there.
 
Could be a spark plug that is too cold. Look at the number ON THE SPARK PLUG itself. That number will determine heat range of plug. U will need a spark plug book, or internet list to determine how to read the number of the plug and decipher it characteristics.

OR tell us the number on the plug and maybe take it from there.
 
You may have a restriction in the air intake. Check for rodent nest, etc. In cold weather the air intake may also ice up.
 
my to-20 plugs would foul up also, because i would not run it high speed and warm temp on engine,, replaced with autolite 386 plugs, run fine, also check while running, if gas/oil smell at tail pipe to tell what it might be..
 
I had two tractors that would do that but only one plug would be fouled hear it was a bad valve. Clean one plug at a time and try to pin point if it's just one cylinder
