TO-35 Power Steering

I recently replaced the steering column and cylinder seals on this 35, since the old leather ones started leaking after about 60 years. The I/T manual says to use a "type A" ATF fluid, I used "type F" since type A is non existent. The type F ATF specifically says it is ok to use for power steering, but the issue is that the oil is still running out the top of the steering column and into the rack/sector gearbox from the valve. I have had this apart and put another new set of seals in it, the shaft is not badly pitted or worn- running out of patience now. My question is, would that oil be the wrong type and breaking these seals down? I am getting sick of an oily tractor. Note: every time I top the reservoir off after it starts whining from being too low, the oil is "foamy". Any help would be greatly appreciated.

Most people are putting grease in the steering sector to eliminate the puking out the top of the column by installing a zerk fitting thru the fill screw but for the reservoir it takes fluid. The rings on the piston(cyl. seals) were replaced you say but did you check the end gap before installation. Could be blow by.

If you have replaced the seals on the steering ram in the steering box and you still have a leak then it is the directional control valve that is leaking, this is at the bottom of the steering column and works through the column rising and falling as you turn the wheel. The foam is possibly caused by the oil escaping under pressure. The oil you have used should be OK if it is for automatic transmissions or it would foam in there too.
Sparex have these control valves so you should be able to get one from this site.It is important that the rise and fall is set correctly or it will not work.

The power steering works fine. The valve works fine. The fluid is coming from the upper and lower seals of the control valve. Both seals are brand new, again. Shaft is not pitted or worn. Still leaks out of top of steering column. My best guess is that the new seals are the wrong size and not squeezing the shaft tight enough, or the oil is the wrong type. I will likely just be ordering a size specific seal and eliminating the guesswork of hoping that agco's seal is the right size.
