Final adjustments

Hello All. OK have the throttle adjusted so it stays where it is set. Had to tighten clamp against spring on torque rod. Checked RPM's , set at 425 with meter. Electronic hand held meter that uses laser to reflective tape on crank pully. Have gone through the rest of the adjustment steps ( at 1000 rpm ) but the governor does not kick in when you pull a load on the engine in 4th gear with tthe brake on. Bumper screw is out almost to the point of falling out. Also the throttle rod is at max lenght , maybe 3 threads holding together, and govermor rod is at max length. When I give it a little throttle ,say to 1000 rpm it seems to over rev and no increase OR decrease going up or down hill. I have to manualy move the throttle to lower the RPM's. Any idea what might be causing this.

Forget the Bumper screw, that is only used if the Governor is surging, it just damps it down. You may not even need to use it and it will depend on your particular Engine. It is the very last thing you actually set after everything else is done. You cannot set the linkage like you are doing, that is completely the wrong way. These Governors require precision setting if they are to work correctly. You say that you have got every rod fully extended, why did you do that, what was the reason, was one of the rods broken or something. If it speeds up like you say, that does mean that the Governor linkage settings are wrong. You don't say what tractor/engine that you have.
Avoid testing the Governor by slipping the Clutch in top gear, use 3rd gear instead or you will burn the Clutch out. I know it says use top in the manual, that is OK if you know what to expect and that you don't have to keep trying it, you wouldn't need to do all that testing if it was set correctly in the first place. If the Governor is set correctly you will be able to tell using 3rd gear without all the heat and the wear taking place.If you need the info on how to set it, email me and I will send it. John , I'm not getting the range of throttle at the dash ( hand throttle ) as is stated in the manual. 65 deg. then full throttle until it hits steering wheel. I will try and send you some pictures of the linkage set up. This is a TO-30 with a Z129 motor. I have replaced the carburetor, all other linkage came with the tractor.

This problem is common and it is all due to incorrect setting or wear in the linkage.
