The governor will never work unless the compensating spring and link is fitted. Both springs must be in good condition and not stretched or rusted or they will be weak, same applies to the one on the vertical rod, they are available. Governor will not operate correctly if there is anything wrong with the springs. This could be part of the cause of sluggish operation, but the usual error is the Bumper Spring has been adjusted incorrectly and too much pressure has been applied.I have the dimensions of the Compensating link and the information about how to adjust the Governor correctly. Because the Governor is not operating correctly, never presume that it is the Governor, it is almost always adjustment of the linkage, no matter what tractor model you have. When you took off the Timing Cover did you replace the oil seal and gasket as they often leak when they have been disturbed.
