Not sure I would use a "dealer" as a back board on this one. Many dealers would have us believe that money is more important to them than it is us. That is how they try to justify always trying to get the bigger end of the stick, instead of just making fair deals where both parties come out good.
It appears that this seller is one to model. He is going beyond the call of duty, not just being stupid greedy thinking, "ummmm, got $1,000 and still got my tractor, what a deal!"
The high road is to always try to do what is right, the low road is extremely crowded these days and is getting worse.

I think he's done just about everything he can to get a hold of the guy. He's got $1000 and still his tractor. That's the point. He'd rather not have the tractor and have the rest of the money that was agreed upon. He's not taking the low road if the guy won't contact him after repeated messages. I think from a legal stand point, he could take the guy to court for the rest of the money and give him the tractor in exchange. The guy that gave the deposit is the one that has to do something, anything, instead of just ignoring all the calls. The seller has given the guy every opportunity but the guy has his head in the sand. Dave
