farmall 400 rim to wheel clamps

My rim clamp bolts have loosened up a little. Tightening them up doesn't seem to get them snug against the rim, they look like they are made to wedge tighter as you tighten the bolts. Is there a procedure to get them tight against the rim? Thanks for any advice.
 

Just tighten them up...

Look for obstruction. Someone may have use a full size nut under the wedge and not letting then come together. Mine had a jam nut(which is narrower, not as thick) to hold one wedge on the inner side. You put your wheel on then the second wedge.

Also, the nuts and/or bolt could be rusted to the point t is not grabbing anymore thread.

I agree, clean everything, including the wedges and the tapered part of the wheel. Make sure they all are snugged up evenly. If they have been run loose and have a lot of wear you may have to build them up with weld or buy replacements. They should continue to tighten until the clamp hits the wheel. You could shim between the clamp and the wheel but I doubt it would stay in.
 
the bolts, nuts, washers (all grade 8 ) and rims are new. I'll have to run it around a bit and see if they loosen up again.
