My father and I have been working on the last sections of 'Project H', but we've encountered some issues along the way.

1. The leaver to engage the pulley seems to be jammed and won't budge, the pulley turned freely by hand, what would the methods be to correct this ?

2. We replaced the manifold but when putting the exhaust pipe back ontop of the manifold we found large gaps, we thought we forgot to order a gasket but when we looked through the Steiner catalog there was no such thing. Is there such a thing ? If not what do people usually do to resolve this issue ?

3. Even though it's winter (Australia) the temperature won't budge on the gauge, I've tested the gauge out with hot water and it works fine, the shutters are closed, we've even put chaff bags infront with no success of raising the temp.

In winter an H with a clean cooling system may not register any temperature, at least that was my experience with mine. Summer is the time when you should see some heat on the gauge.

I think a gasket with a smaller hole would just erode out, I would make a thin metal plate between 2 gaskets.
 
When I replaced the manifold I ran into the same thing on my H. I couldn't get any real answer other then maybe a '39 has a taller head then the rest. Anyway, I had a machinist buddy make a spacer. I got longer studs at the auto part store and used two gaskets. Worked perfect. No answer on your belt pulley, mines the same way. It's on the winter checklist. I'm guessing mine is simply locked from never being shifted since who knows when.
 
For #2 doesn't the pipe thread in the manifold or are you talking about the muffler not fitting on the threaded in pipe stub that goes through the hood? Did you replace the manifold with a new or used one? If it is used the threads may be worn away. Sometimes if the manifold is not worn to bad they can be rethreaded.
 
1) take the belt pulley gearbox off and see what is the problem. As mentioned before, the lever might just froze up from lack of use.
2) don't know. Here in the US the pipe screws into the manifold ( US std. tapered pipe thread ).
3) normal. work it hard on a hot (90F+) day and you should see it move.
