something to check, the tube that goes from carb to governor, with the shaft inside, make sure it isn't binding on shaft. losten it up and wiggle around to see if it helps.
 
The rod from the carb must fit in the slot leading to the governor. It is hard to see as you connect the sleeve to the carb, easy to miss.
 
The horizontal shaft is loose enough that it is not binding. I held the shaft to the carb, while my neighbor started the tractor. the tractor runs at about mid throttle and does not respond to the hand throttle moving. I used a screw driver to move the butterfly to high throttle to see if the carb was stuck, tractor immediately went to high throttle. when connecting the shaft and carb we had the carb off and moved the carb to align with the shaft and then secured the carb. All the linkage and the shaft are moving like they are suppose to. It appears the horizontal shaft will move the butterfly approx. 1/4" to a 1/2". No matter what we do we can not get the hand throttle to work. Thanks for the responses and the help.
