F12 oiler pad

Is the oiler pad that was originally placed above the F12 rocker assembly necessary? The engine is an iH 113 and the rockers receive oil from a hollow center stud exactly as the 113 engine used in the Farmall A, which never used an oiler pad to the best of my knowledge. Is the F12 oil pump weaker? Any harm in running without it?
 
Peter, I have been in more than 20 F-12 and F-14 All Have been removed before I got there. Just this past week I was in a 36' and it had a felt pad so I put it back.
All the one's without it worked just fine. I can't tell you how many differant oil filters I have seen, Some you could clean and reuse. I should have started a collection years ago. oldiron29
 
An old IH man told me the felt was to hold oil on the valve train as much as can be. The F12 oil pump is not weaker, but infact
much stronger.
 
You can get a new one for less than $25, My thought is if IH's engineers thought it was necessary then I do too.
