H brakes problem

A friend has an "H" with new brake shoes. Has adjusted them to the limit of the adjuster and they still don't brake very well. It's a 1946. Do the "drums" (not sure if that's the correct name) wear too and need replacing?
 
If these are band brakes there should be a 1/4"-20 bolt and jam nut on the bottom of the brake covers. You need to use this to get the correct brake adjustment. The 1/4"-20 bolt pushes the band up at that point and wraps more of the band around the drum. A service manual will explain the proper adjustment proceedure.
 
Another thought. Make sure you assembled the bands to the cam that rotates and "pulls" the band around the drum. I think you could get them rotated the wrong way and you would be trying to open the bands. I think I put a set together the wrong way in the distant past. I always take a picture of the assembly before I take it apart fully.
 
Here's my "H" brake adjustment procedure I finally figured out;


To Adjust / Tighten Up Brakes;
[To Move Brake Pedals Closer to Transmission Cover; ]
 Un-do bottom locknut on bottom of brake drum housing.
 Re-adjust bottom square-head bolt up firmly, then back down ~ ½ / ~ ¾ turn.
 Tighten the bottom locknut BUT NOT TOO TIGHT, you may rip it out.
 Remove cotter pins from clevis pins.
 Un-do the rear portion of the long brake springs.
 Remove the clevis pins to free up the adjustment clevis.
 Thread IN [DOWN] the clevis to tighten up the brakes. [1 full turn moves brake pedal ~ 1/8” closer to transmission cover.]
 Reassemble.
 Do each side evenly, so tractor brakes evenly left/right.
