couple more 560 questions

It has 3 handles on the dash, outside one is hooked to remote cylinders on 3 aftermarket 3 point, other 2 go to quick couplers near front of dash, on either side looks like for loader. Outer handle has been used but other 2 have not and don't seem to want to move, have cover off and linkage is ok, lever going into one of the valves moves maybe 1/2 inch, other one not at all. is this common for them to freeze up? can you free them up or better to look for new ones?
Second question, since it does not have fenders but a guy on CL is parting out a 706 with the flat top fenders, has anyone put these on 560 before? think the 706 ones ae held on with U bolt. I kind of like the looks of the flat top fenders.
 
When I first bought my 400 the one hydro lever that was never used was frozen just like yours. I tore into it one day and when I toke the bottom plate off the control valve a bunch of water came out. The tolerances are very tight, therefore it rusted tight. It took a little persuasion with a brass punch to get the valve freed up. One other thing I will tell you is that when the bottom cover comes off the valve body and the valve itself comes out the bottom the detent spring will slip off. That happened to mine when I fixed it. You have to have the bullet tool and a lot of patience to get it back together. I have neither and now I don't have a detent on that valve, and it kinda bothers me.
 
Flat top fenders off a 656,666,686,H70,H86 bolt right on a 560. Fenders off a 706 need a different bottom mount.

I'm sure there's pictures of 560's with flat top fenders on the internet. They look good, been done lots of times.
