frozen engine speed control lever on 300 utility

My 300 utility was tarped for a year outside . My engine speed
control lever that is mounted on the dash is frozen about mid
way down on the speed control which has a series of notches. It
will not move .Before I go removing anything , anyone have some
suggestions on what I need to do free it and get it moving and
working again. Believe me when I say any and all helpful
suggestions would be greatly appreciated.
 
The lever goes through the dash in a bushing. the rust is likely in that hole. PB blaster, or Auto Trans fluid, will begin to get it free Use juice on top and bottom with some sheet metal removed. Were it mine I would put the Blaster on it twice a day for a week, then , apply turning pressure to the handle, and the under the dash linkage. Back and forth, being careful to not distort the actual metal. Slow and steady back and forth (not rough twisting) Jim
 
What Jim says. Also.....GENTLE heat (ie. from a propane torch) applied to the shaft at the bushing can be helpful. Warm up the shaft, let it cool 10 minutes or so. Now work the handle gently back and forth to see if it moves.

You may have to repeat the heating/cooling cycle several times. Giving the bushing a shot of PB Blaster etc. before it's fully cooled can help too.
