ih 240 hydralics

I am having trouble with the lift on my 240, it has sat for 2 years and fluid leaked out. I refilled to the bottom of the fill plug and I have cleaned the screen on the right side but still no movement. the back cylinder is leaking a little and sort of foaming and it is fully extended.
any ideas on what to check or do next ?? thanks judesson

Check engine oil , the front seal fails in the hydro pump
and fills the crank case with oil , if it's normal you may
need to run the engine at wide open throttle a minute to
prime the hydro pump .
