H clutch problems

I have been getting more clutch play. The throw out bearing is almost 1/4 inch from the clutch levers. There is about half the travel of the peddle for the throw out bearing to contact the clutch levers. This causes the gears to grind when putting it in gear. The parts manual shows the clutch release lever (#22) to have two keys (#33) in the release fork. Question could these keys be the problem and can I remove them and the shaft without splitting the tractor?

No, those keys are not the problem. You need to adjust the clutch pedal free play. The rod that is attached to the clutch pedal is threaded on one end, you need to screw the yoke on a little more thus shortening the rod until you have 7/8" clutch pedal free play when measured where the pedal contacts the deck.
 
When I adjust the rod to get 7/8" free travel in the pedal the throw out bearing is about 1/4" from the clutch levers. When I adjust the rod to have the throw out touch the clutch the pedal is half way through its travel. This just happened until then the clutch worked fine.

Pump is VERY heavy, and awkward. Get 4 pieces of threaded rod that will screw into the mounting bolt holes, some flat washers, and nuts. Alternate loosening those nuts and drop the pump down slowly. There are other ways to do it, but this method that doesn't require a whole lot of money spent. Engaging the help of a couple of younger folks is also advised.

I don't understand your comment "When I adjust the rod to have the throw out touch the clutch the pedal is half way through its travel". When you extend the rod until the throwout bearing touches the clutch you should have zero free play. What am I missing?
 
Clutch and pressure plate can be removed without splitting. But first, I recommend you readjust things. The IHC manual for the "H" says to maintain 1 1/8" free travel for clutch pedal, from contacting the transmission cover to where you're applying hand pressure. It then says to readjust this whenever the free travel comes down to 7/8". The manual says the proper gap between the pressure plate fingers and the throwout bearing is 3/16". If you have 1/4", I'd drive it that way for a while, I would think it is close enough. My belief, and I AM NOT EPXERT HERE, FOR SURE, is if you have the 1 1/8" and the 3/16" or close to it, the gears would NOT grind.

They look like very thick washers. Check the bolts to ensure they are tight. Your adjustment is close. I would lengthen the long rod until you have an inch & one eighth free play at the clutch pedal measured from the top plate on the tranny.
