this new cub i got today has a issue ive not run into i thought it was the governor adjustment, so i checked that out, but it appears to be correct according to the manual, [ the manual came with the '48 cub] whats wrong is i have no throttle adjustment, the hand throttle rests about halfway between the steering post, and where its supposed to be at the bottom of the notches, when i give it gas its acting like something is in a bind, and wont move but up to the steering post, no full throttle, anything different about the 58 from the '48?
 
Stuck linkage. Governed High Idle, as fast as it will run with no load, is internal to the governor, and controlled by the lever on the governor body. Remove that linkage from the lever (at the governor) and move the lever from Idle to as far as the arm will move. If it moves farther, try it running (be safe and block the wheels) if it mow goes all the way to high Idle. the issue is in the linkage to the hand control. if the results are the same, No high idle) the issue is in the governor. Most IH tractors are going to have a dead zone between positions of the lever full idle, to position 1/3 of travel. So the idle has a fair amount of travel with no joy. Jim
 
Gess , your having more problems then a one armed paper hanger. Ya just might as well throw it on a trailer and get a LARGE brown bottle that has C/R on the ft. and come on up i will get it running for ya.
 
Follow the rod from the control lever forward to the other end. It is attached to an L-shaped lever that has the governor spring attached to the other end. It is intended to pivot on a small stub shaft that sticks out of the governor housing. The lever is stuck on the shaft. Use penetrating oil and patience to get it loosened up. Be very careful applying any force to make it move. It is very easily broken.
