544 float level

I am trying to help a friend with his 544 Farmall. It appears to be running rich & making lots of black smoke. I removed the hose to the air cleaner & it makes no difference. Choke is open. I tried the mixture screw it runs the same as long as it's slightly open to wide open. I would like to check the float level but I don't know what it should be. I should add that my friend doesn't have a book on this tractor & isn't planning to get one. The manifold has been welded & it could be a problem also, but I would expect it to act lean rather than rich. Thanks in advance for any advice. Sonny
 
If the carb is not "running over" it is NOT likely that a slightly high float level is causing it to run that rich.

Obviously, you must have tried adjusting the mixture screws, although you don't mention doing that in your post.
 
Probably a Marvel Schebler without any main jet adjusting screw or a Zenith that would most likely not have one either. Marvels are bad at running rich and after you clean and soak them a couple times with no results you start pulling hair as you cannot get any of the internals except float needle and seat. It may have the plastic venturi that has collapsed or melted causing your problem.
