When the M @ W clutch lever is back, Nuetral, should it be quiet like a Allis -Chalmers or is there a growling noise to it ??

It sounds like you are pulling back the TA lever. That would explain the low range and the extra noise. The TA should not be noticeably louder in the low side buy if there is a lot of wear in the planetary gears and shafts they can be quite noisy.

Should just hear a whining noise. If not used regularly the steel plates can rust and sound rough when released.
