Wheel to axle bolts on the F20

I removed the tire, rim, and wheel as an assembly. On the right side, the bolt heads were on the inside and the nuts were to the outside. On the left they were the opposite. Which is correct? And do you have to have the axle slide out to put the bolts in from the inside?

I accidentally posted this on Tractor tales. Sorry for double posting.

The nuts should be on the outside, and I'm pretty sure you can get the bolt out of the inside without any trouble. It also seems like there is one bolt and one hole that is a nice, close fit so it should go on in one position only. If it is mixed up it will go on and come off hard, but many of them have been mixed up so many times now that it doesn't make any difference, but it's worth checking.
 

On my cutoff rims there are two larger holes on each rim with the bolts in from the outside, the rest are from the inside with nuts on the outside
 
The nuts should be to the outside. The original bolts are square head and will come out without removing the axle. But it's a tight fit. I think the heads may have been narrower on one face. As mentioned there is one line up bolt that fits tight in the hole. Look for that. Many got replaced over the years with a normal bolt.
 
Thank you for the help. I noticed it was a tight fit and I did not take the time to see if I was going to be able to get them in. I would like to get some paint on it today. Before the rain comes tonight.
