IH 350 utility

I have new to me 350 utility with hydraulic problems. The pump surges off and on all the time. I've cleaned the intake screen and the reservoir. It has good pressure from the remote outlet-1400 psi. No fast hitch, just one remote valve. Could it be the relief valve? Any help would be appreciated.
 
In the regulator (inside block at the lever) there is a pilot orifice/valve and it has a screen. that should be drilled out to .040" and the screen cleaned. Jim
 
Clean the screen first. Drilling the hole larger in the orifice is a last resort.

If there is a steel ball inside the screen it may have peened the hole a bit smaller. In that case only drill it enough to return it to the original size.

The system depends upon allowing more oil through the orifice than can leak by the spool in the auxiliary valve to move the unloading valve from the high pressure position. When you want to use the valve you need to bleed off the flow that is coming through the orifice so the the pressure drops and allow the unloading valve to move. Since you have only one auxiliary valve if you drill it out and end up with more oil than can be bleed off by the spool in the auxiliary valve you will not be able to get the system to return to high pressure. The more auxiliary valves you have the more leakage there will be so when you start working with tractors that are worn out of spec you need to fine tune it to your particular tractor other than just drilling it to a size than may work fine in another tractor.
