400 Farmall lpg-rpm's

Need some help and guidance. Can't get but 1100 rpm's at WOT on 400 Farmall lpg. Timing is set at 5th mark, 35 degrees total, dwell at 28 degrees with points. Governor working, but throttle stop inside governor is not bottoming out. Carb and convertor rebuilt/cleaned. Choke open, throttle plate at 90 degrees. What am I over looking ? Thanks
 
Assuming the linkage is moving the governor control rod fully, the governor main spring may be weak or broken, or the links it attaches to worn egg shaped. Jim
 
Hold the boat. 5 marks and the first one that comes to the pointer when engine is turned in normal rotation is 40 degrees before TDC. Next is 30, next is 25, next is 16 and last is TDC. Those LPG engines that came with a 5 mark pulley only set at 16 degrees BTDC at full RPM.
Take the throttle rod out of the lever on the back of the governor. Move lever to rear far as it will go. If RPM is okay look at linkage to governor. If still low, like the other poster posted a governor parts check along with throttle shaft and linkage is needed.
 
May have found the problem. Farmer Brown put a small finishing nail in the governor linkage where a 3/16 roll pill was suppose to be. 1500+ rpms now at WOT. Thanks for all the help and guidance
