That sounds like a plan. Getting the fuel out can be a issue. Removing the tank is possibly the most effective. Jim

Cleaning is best but what works almost every time is a little stand tube in the tank press in the top of the sedimate bowel so it sucks gas in at about 1-1/4" to 1-1/2" above the tank bottom. I think since the rust is heavy it settles and does not alway stir up and go over the top of the tube. Might even try a taller tube but then there is gas that never gets used. Dirty gas and screens never work. Just taking the line off & sedimate bowel off and flushing with a power washer or garden hose takes out a lot of rust and junk if you do it for a while.

I had good luck with a gallon of carburator cleaner soaking & slopping around in the tank. Then you need to drain and flush that out with something like water, and diesel fuel, mineral spirits,wd-40 or anything more compatable with gasoline since you can never get it all completely empty.cleddy

A standpipe like cleddy says is best. I used to make a sock out of filter screen to go over it. I can't find filter screen anymore so I get a little
Standpipe from Steiners that has a screen in it for about $8 .this way your tank becomes a filter bowl, just pull it out and drain it once in a while. I have this setup on most of my gas tanks Cat pony motors etc.
