584 new rebuild will not start

question guys : just got done doing a rebuild on a 584 with d-206 motor. everything new in the motor also rebuilt inj pump and injectors. problem is will not start, my ih book says to put pump time mark on 2 but also down the list it says for for 784,684 trators it says pump timeing mark at 4. we have moved it to 4 and still does not start. i checked everything i can getting fuel,etc has anyone run into this probelm ? looking for a starting point on what could it be. also anyone know for sure the right timeing mark? thanks guys.
 
It should be set on the number 2 for that engine. I would double check to see that number one is on tdc comp stroke when that mark is visible down in the corner like book says. That pump, (I believe you have the VE series with mechanical rather than hydraulic governor) is one I have no hands on experience with. The other two series, BR & CR I have worked with and you can see the timing marks on pump through a side cover and align them with pointer on pulley.
 
pete 23 it has the "CR" pump and i checked the timing marks on the pump with the valve cover off and it showed by the vales to be on top deed center. just stumped on what to start with.
 
If you are sure it is on compression stroke, valves on number four cyl overlapping and valves on number one both have clearance, then set pulley pointer at (guessing here from D-310 experience) 12 to 14 degrees before top dead center when timing mark align in pump it should be timed close enough to at least run.
 
pete : the smoke is dark and we have fuel as it will burn you eyes, no white smoke. after looking at it tonight insted of guessing i am going to pull the front of the motor and start over with the timeing. i am 99% sure i had it right but would rather know for sure than fight it. i have a new gasket on the way for the front. i do not have sheet metel on it so its a quick tear down to get to it, i will post what i found when i get it running and thanks for the help.
 
Hi, an email Dieter, who has completed a rebuild of a D-206.
I just (finally) checked my e-mail and found your mail. The correct mark is #2 and it should be somewhere in lower left of the inspection window. Also, the keyway in the pump drive shaft should be pointing toward the # 4 (?) pump fuel outlet. The one at the upper left, at the block side..You might have to loosen / take off the hub for this. It can be done with rad and fan still in place,it's just a bit of a hassle.The crankshaft pulley should be set @14* BTC for this and the the line on the face cam in the pump has to line up with the pointer behind the pump timing hole cover.If pump was rebuilt,the control levers might not be in the right position, the fuel lever should be somewhere in the 70* position.
