IH 674- Water leak-water jacket

Greetings- 1975 International 674- Big water leak, left side of the block. Appears to be at the bottom of a horizontal panel that spans the junction between the head and block. Is this a water jacket? The panel is held in place with 3 bolts and it looks like it has rusted through on the bottom of that metal panel.

The moderator nailed my issue last year when I blew a fuel line, provided the exploded view which allowed me to contact Case and order the right part.

Could I get as lucky again?

I cannot determine what plate you are referring to. That protrusion on the side of the block is part of the block.

So the logical train of thought is I might be looking at possible cracked block?
 
Adding a couple pics.
Leak is just above the stamped 0 rt center, and left of the injector lines.
And a not so great pic of the underneath of that protrusion.
That's all block right?
