Farmall S.C. Fast Hitch will not go down

Fellas,
I bought a 1953 Farmall S.C. last year. Rebuilt the F.H. cylinder & relief valve, replaced with new hoses.
Now! the F.H. goes up but will not come down! What did I do wrong? I have tried swapping hoses at cylinder to no avail then tried swapping hoses going into relief valve to no avail. When moving lever to lower,The system goes under pressure. Till I put it back to neutral. BTW. In one of the hose swaps it reversed problem ,Hitch would go down but not up.

Disconnect the hoses going to relief block, put the ends in a pail and run the tractor. With it running move the control lever both ways to make sure you have flow out each hose. If you do the problem is in that relief block. Swapping the hoses on the cylinder like you did and the problem went the other way tells me the cylinder is ok.
 
s it a relief valve or the load check for the fast hitch. my 240 utility has a valve under the seat that holds the hitch in position until you apply hydraulic pressure going the other way. is it possible you got something out of place wen you re-assembled it? btw, i had to get new orings from case-ih. the off the self o rings were not wuite the right size and the valve would not hold. heres a pic of where the valve is
