Well I opened one side and the bearing was fine and most of your suspicions were correct, there was almost no grease between the bearing and seal. I replaced the seal and felt and then pumped and pumped grease into the grease fitting. Not quite sure how to tell if it's full since I really don't want to squeeze grease out around the new seal. So onto the other side. I replaced some brake parts as well.
 
Grandpa always said pump 3 squirts in it every time you pass by , I never saw grease come out of the seal. There are better ways to properly grease a bearing , I was a kid and he didn't explain a whole lot just do as he said.
