been working on w-12 runs great now for help when i shut it down and try to start if it flood and will not crank start plugs get wet
 
these tractors have a fuel pump and a return line to tank. best is to disassemble carb and check needle and seat for wear and even the float to make sure it is not heavy, such as a crack in it.
I have a w-12 and it starts with 1/2 turn of the crank as when the mag first trips its running.
 
Most likely its a combination of the float level being too high and the needle and seat leaking a little bit. The fuel pump works by spring action on the diaphragm. The push rod from the cam only loads (cocks) the spring which pushes on the diaphragm pushing the gas into the carb. After you shut it off there can be one push left in the pump which then pushes past the leaking needle and seat resulting in your problem.That fitting on the front top of the tank is only a fancy elbow not a return
 
yes it is a return line back to tank. when the carb bowl is full the extra fuel is returned to tank. mine is all factory and that is what it does.
