784 brakes dragging

Need a little advice with my 784. I bought this thing with a bad clutch. easy enough, but when I was splitting the tractor, the rear end was terrible hard to roll away. Now I have dealt with 84 brakes not working well before, but never too good! SO I just wanted some input before I tear into things. The brakes do work well, as my assistant decided it was fun to make the 686 smoke while pulling the 784 to the shop. Any suggestions?
 
Hi, there are a couple reasons for the brakes
being applied: see caseih.com parts item 19 at:

Item 19 is a screen and flow restricter so too
much hydraulic oil is not forced into the brake
master cylinders.
The other problem could be the MCV flow divider
is stuck forcing too much flow thru the PS,
oil cooler and PB lines.

Newer models have a plastic hydraulic oil
reservoir that worked much better than the
older direct feed lines.

I looked at all the info you provided, thank you. It will help.

Right now the problem is just rolling the tractor around without the engine running. So I am not sure that the hydraulic pressure is something to do with it, but very well could be not releasing the pressure from the brake piston.
