why is it that i leave the fuel shut off and the carb leaks out of the bottom hole next to the choke over night, why does it leak from there
 
Your carburetor needle valve is not closing. The fuel bowl gets overfilled and gas runs out the throat of the carburetor. Either the needle & seat are bad, or the float level is mis-adjusted.

If it happens when the fuel is shut off at the tank, the fuel shut off is not sealing. Probably easier to just replace it.
 
Fist thing you need to do is shut the fuel off then take the sediment bowl off. That way you can be sure the shut off it in fact shutting off. If it is not shutting off then you have more then one problem. As for the carb float not set right or bad. Needle seat bad or dirt/rust in the needle seat
 
who is to say that the carb itself doesnt have a crack or some sort of leak that it is just dripping the gas that remains in the carb after the sed. bowl is off?? could it be the packing around the adjusting screw? maybe some one over tighten the drain plug and split the bowl? just a couple things not to overlook -- good luck !
 
One other problem that can occur is the float can develop a tiny crack or hole and is rendered ineffective when it fills with gasoline. I had a B like that. Really puzzled me for awhile!
