Is this a 300 or 400

I agree it looks like a 300 to me as well. Hydraulics lines run parallel with the bottom of sheet metal on 300 and they have the short oil filter as this one appears to have.

On a 400 the hydraulic lines are tucked up under the sheet metal and it has a tall oil filter.
 
I give it a third vote 300. Which is basically a upgraded H. Don't appear (to me) to have higher "stance" of 400 or M (that the 400 replaced)
 
Of course it's a 300, the descendant of an H. You can tell by the slot arrangement in the grill, the width of the slotted frame channels and the height of the grill and hood in comparison to the height of the front wheels. The front end looks demure in the smaller models and dominate in the larger models. M's and their subsequent models look brawny, H's and their "sons" look kinda puny in comparison, nothing wrong with them, they just don't look as capable as the big guys.....and they sure aren't either. But that's okay, they weren't meant to be.
 
300. The steering shaft angle is a dead giveaway from any distance. The 300, H etc have an angle like the one in the picture, the 400, M etc have the shaft nearly flat but not quite.

Iif that is some sort of farmerized top-link connector plate, where the top link can be hitched on much higher up than normal, do not DO NOT use it. Tip-over hazard.
 
From a distance I always find the easiest way to tell H from M all the way up to tell a 460 from a 560 is the curve on the brake and clutch pedals. H through 460 almost straight. M through 560 much more rounded. In an old IH add from the late 50's they have a 560 badge on a 460 pulling a planter. Truth squad alert. They also had a SM Diesel re-badged as a SMTA in an add from that era. Either that or they had a prototype SMTA in the same field with SM style front bolster and old keyway style bottom clutch access plate. If you look close same man wearing same clothes is driving both.
