1948 super a brakes

I got this tractor after it had been sitting for years. Long story short, it needs braking help. I have taken it apart a little bit and so far I have found that the passenger side (long axle) side seems to be free and working, and will return to where it's supposed to with a new spring. The drivers side is really had to move but will with help pulling the pedal back. I can't see where exactly it's binding unless it's the actual band. Is it possible for it to bind there or is it more likely in the pedal assembly? It's only 8 degrees out so I haven't been looking at it as much. Thanks for any help
 
Unhook the clevis on that brake and get the pedal oiled where it pivots mite take some time and you mite want to use some wd-40
