Farmall H governor

Been fixing some oil leaks, etc. on my old H that I have been putting off. It is one my Dad farmed with for 45 years, and I learned to drive on, etc. but is now retired and gets driven to town a couple times a year for shows and parades, but that is the extent of it's work, so most things are not to high priority. The cover plate on the governor was leaking, plus I was having a problem with it surging when driving in parades, so I decided to look into it while I don't have anything else that is in urgent need of doing. When I pulled the cover I found a nut and what appeared to be an ear broken off something.

I finally found that both pieces came from under the governor breather cover where it connected to the throttle shaft.

The nut was from a bolt that was through the 2 ears and the one on the throttle shaft. When I look at the parts in the on line manuals though this piece appears to be different than mine. Was there a difference for different years? Also, was there normally a pin there rather than a bolt?

I also need to replace the weight pivot pins it appears. Are they solid in the center and hollow at each end as mine appear, and to replace them do you just dive them out and drive new ones in?
Thanks

I have some more questions, the online parts manual shows a different type of adjustable nut on the rod than is on this one. Is it a direct replacement? The one in the catalog appears to have a pin sticking out the side rather than having the fork. Also what does it take to replace the weight pivot pins? Mine are worn out, but I can't understand why, this tractor has only had the engine rebuilt 3 times ( or maybe 4, not sure) in it's lifetime.
