Looking for help on a 5288 injection pump timing

The past two winters my 5288 has had trouble starting in the cold. Last year it was like it was not getting any fuel. I took the injector pump off and got it rebuilt, they told me that there was really nothing wrong with it. Well, it worked fine after I put it back on. It did the same thing this winter. This time the guys told me they found a plunger or something stuck. I am really not sure how to time it. If the flywheel was not moved/turned can I just align the timing mark on the injector pump?

Did you set the timing first before you took it off? Is it the Ambac pump or Bosch MW inline pump?
