I have a 41 H that I just parked and shut off and now it won't restart. Sometimes the starter locks up and you have to put it in 5th and rock the tractor the back and forth, but that did nothing to fix it. In fact when I tried this the crank did not rotate as it usually does when it is in gear and you move it. I also tried jumping the switch as I've had those fail on me before but still nothing. Any ideas? My next move on it will be to remove the starter and take a look at it.

Starter drag from worn bushings is a possibility. they contribute to the problem. Loosen the starter at the mounts it will click and then turn the engine several degrees (quarter turn) it will likely start. Replacing the drive and checking the bushings is the answer. Jim
 
Your problem is the teeth of the starter drive are jamming against the ring gear teeth, both of which are probably getting worn. Replacing the starter drive will probably help, but if not you will need to either replace the ring gear on the flywheel or use a Dremel with a 90 degree adapter and a reinforced cut off wheel to reach in through the starter hole and reshape the edges of the ring gear teeth. I have done it using a small file, but that takes a lot of time. There will be 2 stretches of a few teeth each that are dubbed off due to the fact the engine almost always stops between compression strokes.

Loosening the starter bolts a round or so each will make it easier to break loose. Normally at that point you can turn the crnk to break it loose.
 
We may be missing a big detail here guys.

You mentioned the crank did not turn when you rocked the tractor in 5th gear.

Is the engine locked up?
