I think I already know the answer to this question but just in case,,,, I just had this pump out of a tractor I'm restoring. Cleaned out the trash, changed the input seal etc. Got it back in and filled it up and ran it on a newly assembled system. Tractor has a 3pt with 2 cylinders and an abundance of air in the system. In short it bleeds down. It lifts up quickly and completely but slowly goes down. Is it air or is it bypassing back through the pump?
 
Leaking past the check balls in pump. First try pulling the lift lever back just a little bit to make darn sure it isn't resting on the release pins over the balls . Reason they stay up when raised all the way is more pressure holding the balls on their seats.
