on new starter, bolt appears to be on inside of housing and rectangular copper side is on outer, with no way to attach, can this be possible?

Post a pic of it

bear, your new starter is made to have a starter switch mounted to it for which the copper pad is a contact.

Either you have the wrong starter for your application or someone has previously converted the old starter/the tractor to a remote-mounted starter switch or solenoid.
If you have an automotive electrical shop in yout area, they can swap out the contact for the stud you need.

Here's two representative photos, one of each setup.

They sold you the incorrect starter.

If you mean the magnetic starter switch strap to starter stud. Don't have a picture or tractor but think strap does go on the outside terminal and bends in to the stud. If it doesn't fit, wrong starter housing or starter switch. Housing drilled in wrong place ETC. If someone put a switch on common to ford trucks or autos the straps usually don't fit back the same.

They gave you the wrong starter that button is for a saddle sw you need the stud with strap going from solenion to the stud correct. Take it back if its a new starter you spent good money for the correct one and then didnt get it.
