throttle lever/linkage or governor problem

Hi,
I have a problem with the throttle on my new Super C. I am not sure if it is with the governor or with the control lever/arm linkage. The idle is high when the control lever is at its lowest setting. I can gently push the arm with my finger at the governor and the idle drops dramatically. I can do the same thing at the carburetor and push the governor connecting rod to the idle stop with light finger pressure. I have not noticed any surging, and all of the stops seem to be properly set – I just can’t get to a low idle using the control lever. The other thing I noticed is that I can’t get the control lever to reach the maximum setting, it only reaches about 3/4s of the way until I feel a lot of pressure on the lever. Otherwise the lever seems to be working ok.

Is the problem in the travel linkage coming from the control lever, or something (the governor?) not taking up the slack when the throttle is in the lowest setting. Any advice in troubleshooting this is appreciated!
 
Is there a spring on each side of the arm going in the governor from the hand throttle? Is that arm loose in the housing?
 
The rod running from the throttle lever to the governor on the C tractors is very long and flexible, with a couple of "kinks" in it to get around various things. If it is not properly supported along the way it will want to flex instead of pushing the governor arm.

We've got the same problem with our Super C. We've fiddled with it some and improved things, but it's very easy to screw up. At one point we had the throttle rod jamming into the fan blades.

There should be a couple of clips to support the rod along the way. One on the hydraulic block, and one further forward on the engine.
 
i would check the rod from carb to govener arm . take pin out . put throdel lever at full speed. push carb to full speed the pin should line up just slid in.
 
This was a great suggestion. There were no clips at all! It was moving all over the place. I found an empty clip mounted up higher on the engine with seemingly no purpose, so I moved it to the midway point just below the front attachment point of the gas tank. Now I get a very nice, slow idle. I may add another clip along the line of travel.
 
Although my initial problem is resolved, clips fixed it, I did notice quite a bit of side to side play in the arm that attaches the throttle rod to the governor. Is that a problem? Oh, and yes to your other question, there are springs on either side where the rod attaches.
