Farmall 560 surging

Recently had a guy "rebuild" the carb for my 560. Tractor has not run right since. It will start pretty easily with throttle wide open. It runs for a couple of minutes and then starts to surge. It will do that, whether moving or standing still, for up to 10 minutes then die. Won't start again for at least an hour. If you reduce the throttle it will die. Any ideas? Help would be greatly appreciated.
 
If there is ample fuel being delivered to the needle and seat, and assuming the richness adjustments were made as in the book, I would say it needs a second attempt (not the same guy). Be sure it is not ignition before condemning it. Jim
 
Set the point gap. make sure the dist cam has no noticeable side to side or up and down slop. .001" max. In and out can be a bit more, usually not a problem. Set the timing, and check the advance with a light. as in the specs. have good wire plug wires, and a good cap and rotor. Jim
