I have a 1940 Farmall A. Just got it and do not know anything about tractors. There is a splined shaft under seat in the back end of tractor. It does not have hydraulics. What is its purpose?
 
If the shaft sticks straight back it is the power-take-off shaft. If it is crosswise, it is the pulley shaft.

This site has a Tractor Manual category. You will find the A well supported with manuals for everything from its operation and maintenance to implements. And there are old-timers here with answers for anything you can't figure out on your own. There should be a 1/4 inch rod under the seat, rising from near the shaft you mention. That's the lever to engage the shaft. Only try it when the engine is on and before your try, make certain the shaft is clear.
