986 hi/low shifting fork

I took the top of the transmission off because the hi/low would hardly move at all. I found that the shifting fork does not move very easy on the shaft. Is the fork supposed to slide freely back and forth on the rail ? Now to get the fork out I'm guessing I have to split in front of the tranny? Any info would be greatly accepted.

Whether the fork slides on the shift rail depends upon which style rail in in your tractor. You could have a rail with one clip between the fork and the rear of the housing. If it is a flat clip the rail will move some in the housing and they fork is also allowed to move. The latest style will have two wire type retainers, one on each side of the fork. The fork does not move on the rail.

The shift rail can be replaced from the rear by removing the cover or bracket above the PTO. The rail will pass over the left side of the differential.

If I slide the rail all the way forward I can see a grove in the
end(to the rear of the tractor). Lilkely then the clip has been
forced off because the fork is seized to the rail and the rail is
being pulled in the housing. Has anyone seen that before?

Happened with great frequency, not necessarily because the fork was seized to the rail but because it was a bad design. The rail would usually slide back far enough to allow the fork to drop down and strand you either locked in whichever forward range you were using or with only reverse.

A new rail, p/n 148503C1 and 2 of 148501C1 retaining clip were introduced as an improvement.

If you use the old fork, test fit before installing in the tractor. rare, but every now and then the old fork might be a little too long and not have enough clearance to install both clips. It is recommended to modify the fork by chamfering the ends where the new clip will make contact to prevent the possibility of dislodging the retaining clip. I've never seen a new style clip knocked out of place.
