If it twisted off before it got to the head spotface, it will be tough. if it twisted off from being partially broken and never got to torque, it will be easy because the threads are not jammed. Use a left hand twist drill in the head hole to align the drill (size of head hole) with the bolt. drill enough to center the bit. Then use a smaller LH bit to drill into the broken bolt. I use straight sided extractors not spiral. Jim
 
Fifteen different people will tell you to weld a nut to the bolt shank and then turn it out with a wrench.
